Getting forty-four leaders from across Europe to meet in Prague was an achievement in itself. But it involved substituting values and principles for realpolitik and left fundamental questions open. The first notable achievement of the October 6–7 summit in Prague is simply that it happened. When the idea of a European Political Community was floated on May 9 by France’s President Emmanuel Macron, the concept was wide in scope.
