On July 18th, the UK launched a Call to Action aiming to disrupt Russia’s shadow fleet of around 600 uninsured and poorly maintained ships evading sanctions and engaging in illegal activities that violate safety and environmental standards. Endorsed by 45 EPC participants, the call to action statement emphasizes the need for international cooperation to mitigate the risks the fleet poses to maritime safety, security, and international trade. It endorses IMO Resolution A.1192(33) and urges flag and port states to enforce compliance with maritime regulations. The call also encourages the maritime industry to adhere to obligations and support efforts to detect and report ‘shadow fleet’ activities, with a commitment to sharing information and coordinating responses among stakeholders.
